REVIEWING AND ETHICS OF THE MAGAZINE

The main task of the Editorial Board of the journal is to provide a high level of scientific publications and provide reliable and high-quality information to readers.

It is achieved through an independent review of the manuscripts of the articles received by the Editor.

Reviewing

For consideration, manuscripts of articles that contain new original scientific research data and have not been published before are accepted. The results of the research and the method of obtaining them should be stated in a form that presupposes the principal possibility to perform an independent analysis of the conclusions drawn.

After registration of the manuscript in the Editorial Office, the executive secretary of the Editorial Board sends it to one of the members of the Editorial Board, whose scientific interests include the topic of the article. As a rule, this member of the Editorial Board himself becomes one of the reviewers and recommends another of the well-known specialists in this field of research.

Reviewers evaluate the materials provided to them from the point of view of their correspondence to the subject of the journal, novelty, logicality of the conducted studies, sequence of presentation of the results, reasoning of the conclusions, registration of the manuscript. If reviewers have comments, recommendations or questions, the executive secretary of the Editorial Board, on conditions of anonymity, sends them to the author (s). The article is considered prepared for discussion at the meeting of the Editorial Board after the reviewers are satisfied with the corrections made or the author's response. Determining criteria for the recommendation are the scientific value of the article, its relevance and interest of a certain range of readers.

The meeting of the Editorial Board takes place on a quarterly basis. Before the meeting, all members of the Editorial Board are sent a summary of all articles submitted to the Editorial Board for review. Each member of the Editorial Board also has the opportunity to review the full text of any of the articles that he will be sent at his request. Manuscripts received positive reviews are recommended for publication after discussion at the meeting. Members of the editorial board, who could not attend the meeting, send their comments and recommendations via e-mail.

Ethical Principles of the Journal

The editorial board of the magazine of the State Committee of the State Committee for Ethics adheres to ethical rules and recommendations developed by the Committee on Publication Ethics (COPE - http://publicationethics.org). Compliance with these rules is mandatory at all levels of the manuscript preparation. On the part of the authors, fraudulent, falsified or fabricated research results are unacceptable, misappropriation of authorship and revaluation of own contribution, plagiarism. In the case of borrowing data, the article should refer to published (printed or electronic) sources of borrowing.

Reference to unpublished information is possible only in exceptional cases and with the written permission of the author of the information. The copyright to the new data contained in the manuscript is intended to protect the license agreement, which is concluded between the Editorial Board and the authors of the manuscript after recommending it to the press. On the part of members of the Editorial Board, reviewers and the publisher, the rejection of the manuscript due to gender, race, ethnicity, religious preferences or political views of its authors is unacceptable. Reviewers in their work are guided by the policy of the Editorial Board of the journal, not allowing manifestations of plagiarism, slander, infringement of copyrights. Individual criticism of authors is inadmissible. Reviewing of manuscripts should take place in a short time (not more than 2 months) with the status of confidentiality of the materials that constitute the subject of evaluation.
